I'm asking myself the same question also. I think that maybe people are generally not reviewing what they see (ie. the newest version), but their previous experience with the software.

7.x was a bit bloated on the GUI side and broke many non-standards-compliant websites and so on. So reviewers wrote those things for their 8.x reviews :) And because in reality 8.x (especially 8.5x) was really good, they are now writing good reviews for 9.x :)

I have seen this in other areas also, for example in computer game reviews, where people review their experience with the previous version instead of the actual game.</description>
